At the same time, the commander (and the board) will expect a Staff Sergeant, to "fall on his or her sword" if they are guilty. That will actually go a long ways...or at least generally goes a long ways...everyone is different and I do not ... the apology will not hurt you and I would start your letter there...but if you plan to fight this, your apology to the commander will need to be more cautious...perhaps "apology for causing this disruption" would be more appropriate.
